Rudy Osvaldo Garcia-Hernandez, 28, and Carlos Orlando Iraheta-Vega, 20 are being held on $3 million bail for allegedly luring 16-year-old Juan Carlos Con Guzman to a location near the Green River to torture and kill him.

The men beat Guzman with a baseball bat before hitting him repeatedly with a machete and dismembering him. King County is a sanctuary county, and ICE officials blamed these policies for threatening public safety.

King County Executive Dow Constantine said if a valid judicial warrant were presented, county officials would comply.
