Schiff witness and White House Russia expert Fiona Hill said she told lawmakers in October that she believed Russians fed disinformation to Christopher Steele that led to his making a dossier about President Donald Trump.
Hill said Steele was known for “drumming up business” as a spy and that the Russians had a negative view towards him for his former work with MI6 that could have led them to feed him wrong information.
The FBI relied on the Steele dossier heavily in order to get surveillance warrants against Trump, which then led to the Mueller investigation. Republicans allege that the FBI knew that the dossier was unverified but gave the warrants anyway, and that the bureau also failed to disclose to the federal judges granting the warrants that the DNC and Hillary Clinton campaign had funded the dossier.
Hill said she believed it was inappropriate for Steele or anyone else to be hired to dig up dirt on Trump or any other U.S. politician.
“There’s been a cloud over Trump since the beginning of his presidency, and I think that’s exactly what the Russians intended,” Hill said in her testimony.
