House Judiciary Committee Chairman Jerry Nadler (D-NY) advocated the impeachment of President Donald Trump all the way back in 2017, and in fact used the prospect to gain his position on the committee by asserting that he was the best person to run impeachment.
The New York Times reported in December 2017, “Representative Jerrold Nadler of New York has a bold pitch to take over the top Democratic spot on the House Judiciary Committee — that he is best positioned to lead impeachment proceedings against President Trump.”
The committee voted in July to pursue articles of impeachment, after the Mueller report and before the Ukraine phone call that led to a formal impeachment inquiry in the House.
Intelligence Committee Chairman Adam Schiff (D-CA) has now moved away from the Ukraine phone call in his impeachment report following weeks of semi-secret testimony that failed to reveal direct knowledge of a Trump quid pro quo.
Public opinion on impeachment seems to be souring even after public hearings, but House Speaker Nancy Pelosi (D-CA) has said the House will move forward on drawing up articles of impeachment even though it might hurt Democrats in the next election.
