Former National Security Adviser John Bolton said Wednesday at an event with former Obama National Security Adviser Susan Rice that his testimony would not have changed the outcome of President Donald Trump’s impeachment trial in the Senate.

Bolton said impeachment was overly partisan and made Republicans unwilling to get on board. It was unclear from Bolton’s comments whether he thought Trump should have been impeached for his actions with Ukraine.

Bolton said he was surprised that Republicans voted against having him testify, but that the House “committed impeachment malpractice” with its extreme partisanship.

Leaked excerpts from Bolton’s upcoming memoir said that Trump had told Bolton that he wanted to withhold aid to Ukraine until they agreed to investigate the Bidens over possible Ukraine corruption.

Although the White House has not denied saying he wanted to withhold aid, Trump did release aid to Ukraine without any investigations taking place.
